District following necessary steps to sell bonds “We’d like to extend a heartfelt thanks to the community for approving the bond extension,” said Frank Thomas, Executive Director of Business and Financial Services. “These are difficult economic times – for both community members and school districts. Passing the extension speaks volumes about the Lake Shore community’s support for its schools.” The bond extension will not increase the 3.95 millage rate that residents and businesses are currently paying. “By approving this bond, residents are maintaining their millage rate, but also providing much-needed building renovations, as well as safety and security enhancements,” said Mr. Thomas. The bond projects include enhancements at all K-12 schools, but some buildings will receive more work than others because they have greater needs. The main projects are new gyms at Lake Shore High School and Masonic Heights Elementary School, as well as a reconstructed main entrance and offices at Kennedy Middle School. Other projects include new technology and playground upgrades. All projects will be completed in a three-year time span. As a complement to the bond projects, Lake Shore will spend $3 million from its savings to support the new gym construction and install artificial turf in the high school field. Now that the bond has officially passed, there are many necessary steps that Lake Shore must follow before any construction can begin. First, the district must seek approval from the Michigan Department of Treasury to sell the bonds. Once approval is granted, Lake Shore will begin to sell the bonds on the open market – a process that can take four to six months to complete. In the mean time, Lake Shore officials will be working with the district’s architects and construction manager, as well as employees and community members to seek input about the projects. Mr. Thomas estimated that by February of 2009, Lake Shore will have sold the bonds and received the proceeds, and therefore will be ready to put out the projects for bids. With the input received from staff and community members, the district will determine which projects will be completed first. “It may sound like a long process, but we’re trying to make sure that everything gets done properly and all the stake-holders have input,” said Mr. Thomas. “We’re excited and we believe that the end result will be well worth the wait.
